The Delta State House of Assembly has taken a significant step in enhancing workers’ welfare by passing a bill that institutionalizes the payment of a 13th-month salary to public servants in the state. This development, described by the Assembly as a major milestone, aims to provide legal backing and consistency for the annual bonus, thereby ensuring that public employees can rely on this additional income each year.

The bill was approved during plenary sessions presided over by the Speaker, Hon Emomotimi Dennis Guwor. To facilitate its immediate passage, the Assembly suspended some standing orders, with the motion for suspension moved by the Leader of the House, Hon Emeka Nwaobi, and subsequently adopted by members. The swift passage underscores the government’s commitment to improving workers’ welfare and recognizing their contributions to the state’s development.

Speaking after the approval, Hon Guwor praised his colleagues for their “bold step” towards strengthening the welfare of Delta workers. He emphasized that the legislation reflects the administration of Governor Sheriff Oborevwori’s dedication to a welfare-oriented approach, reaffirming that the 13th-month salary would now be a permanent feature for public servants in Delta.

The Speaker also highlighted that the policy is expected to boost workers’ morale, increase productivity, and enhance service delivery across the state. He lauded Governor Oborevwori for initiating what he called “a significant gesture” that acknowledges the vital role of public employees in driving the state’s progress.

Earlier, Hon Edafe Emakpo, Chairman of the House Committee on Establishment, Ethics, and Privileges, presented a report explaining that the law aims to formalize the payment, offering a legal framework that would improve workers’ welfare and motivation. He noted that institutionalizing the bonus would give public servants greater assurance and certainty, ultimately leading to higher morale and better performance.

The new law is expected to strengthen the existing welfare package for workers and motivate them to dedicate more effort toward public service. It will also serve as a catalyst for building a more committed and efficient workforce, benefiting the overall development of Delta State.

This legislative move aligns with broader efforts by Nigerian states to improve public sector wages and welfare. By institutionalizing the 13th-month salary, Delta State sets a precedent for other states to follow, demonstrating a commitment to valuing and rewarding public servants, and reinforcing the government’s role in fostering a supportive work environment.
