Road Tax Revenue Tops N49bn in 2025, NBS Data Shows.

Nigeria’s 36 states generated a combined N113.94bn from road taxes between 2023 and 2025, according to an analysis of National Bureau of Statistics data.
The total comprised N40.14bn in 2023, N23.92bn in 2024 and N49.88bn in 2025. Collections fell 40.42 per cent in 2024, then rose 108.53 per cent the following year.
The 2024 decline may partly reflect the absence of Lagos’s figures for that year. Lagos collected N16.74bn in 2023 and N16.87bn in 2025. Its reported collections across those two years totalled N33.61bn—about 29.5 per cent of the three-year national figure.
The NBS defines road taxes as daily levies paid by commercial transporters operating within states. The data were compiled by the Joint Revenue Board from official records and submissions by state revenue authorities.
Delta was the largest collector outside Lagos, raising N8.64bn over the period. Its annual receipts increased from N2.60bn in 2023 to N2.71bn in 2024 and N3.33bn in 2025. Ondo followed with N5.99bn, while Ogun collected N5.49bn. Edo and Cross River recorded N5.32bn and N5.28bn, respectively.
Lagos led the state rankings in 2023, followed by Ebonyi with N2.85bn and Delta with N2.60bn. In 2024, when Lagos’s figure was unavailable, Delta topped the list, ahead of Cross River, Ondo, Ogun and Edo. Lagos again led in 2025, contributing about 33.8 per cent of that year’s national total.
Several states recorded large year-on-year increases in 2025. Bauchi’s receipts rose 357.32 per cent to N1.89bn, while Nasarawa’s climbed 357.23 per cent to N1.03bn. Kogi’s collections increased 124.84 per cent to N1.64bn.
Other states saw declines. Kebbi recorded the steepest fall, down 73.52 per cent to N65.49m. Katsina dropped 54.94 per cent to N47.78m, the lowest 2025 collection, while Sokoto fell 49.05 per cent to N84.09m. Bayelsa’s receipts declined for a second consecutive year, reaching N70.92m.
Across the three years, Katsina had the lowest cumulative collection at N183.10m, followed by Yobe at N309.04m and Bayelsa at N319.70m.
Road taxes are part of broader state tax revenue. The NBS said states and the Federal Capital Territory generated N5.15tn in total internally generated revenue in 2025, up 40.93 per cent from N3.65tn in 2024. Tax revenue accounted for 73.64 per cent of the 2025 total. The bureau cautioned that figures may be reconciled or updated.
In March 2026, the Federal Government announced rules prohibiting cash tax collection and roadblocks for revenue enforcement, aiming to curb informal and coercive practices.
