NCC, ALTON Begin Zero-Rated Access to Educational Platforms

The Nigerian Communications Commission (NCC), in collaboration with telecommunications operators under the Association of Licensed Telecommunications Operators of Nigeria (ALTON), has commenced the rollout of its Zero-Rated Data Access to Educational Platforms and Content initiative.
Under the programme, eligible users can receive up to 100 megabytes of free data daily for accessing educational websites and digital learning platforms approved under the initiative.
The NCC said the daily allowance amounts to about 700MB weekly, approximately 3GB monthly and up to 36.5GB annually when fully utilised.
The initiative is designed to reduce the cost of accessing digital educational resources and expand opportunities for learners who rely on online platforms for studying, research, examinations, skills development and other academic activities.
However, the free allowance is not unrestricted internet data. It applies only to educational platforms that have been approved and whitelisted under the programme. The NCC said the approved platforms include learning management systems, digital libraries, educational repositories, teacher-development platforms, and technical and vocational training resources.
The commission added that the programme includes safeguards covering cybersecurity, data protection, consumer and child protection, fair competition and inclusivity.
The initiative is initially focused on eligible learners, with implementation and platform participation expected to evolve as the programme is assessed.
